Article 108, not 109, deals with joint sittings of the two Houses. The Speaker does preside over the joint sitting of the two Houses of Parliament, as stated in Article 118(4) of the Constitution.
However, in the absence of the Speaker, the Deputy Speaker of the Lok Sabha presides over the joint sitting. The Chairman of the Rajya Sabha does not preside over a joint sitting.
